Description	The government of Flanders adopted the second Flemish Climate Policy Plan in July 2006, covering the 2006-12 period. The plan has four objectives: (1) achieving the Flemish Kyoto target; (2) elaborating the vision and strategy for climate policy in the short, medium and long term for Flanders; (3) establishing the basis for achieving further emissions reductions post-2012 and (4) continuing to develop new climate policy instruments. The FCCP 2006-2012 announces a various measures which should fulfil approximately 80% of the emissions reductions targeted by Flanders. The rest of the emissions reduction will be acquired using flexibility mechanisms. The plan identifies three priorities: making transport more sustainable and environmentally friendly, improving energy efficiency in buildings, and promoting the use of renewable and low-carbon energy sources. The plan calls for more extensive use of renewable and low-carbon energy sources for electricity and heat generation. Measures are called for to meet a previously established target of 6% of electricity generated from renewable energy sources by 2010. Electricity suppliers are obliged to provide minimum amounts of electricity from renewable energy sources, and to submit renewable energy certificates (REC) as proof.
