| Description | In July 1999, then-President Fernando Henrique Cardoso created the Interministerial Commission on Climate Change (CIMGC), composed of representatives from 10 different ministries and the Office of the Presidential Chief of Staff (Casa Civil), with the purpose of coordinating the governments actions in the climate change area. According to the founding Decree, the new entity was to be co-chaired by MCT and the Ministry of Environment (MMA). Moreover, it established MCTs climate team as the Designated National Authority (DNA) of Brazil and executive coordinator of climate policies in general. This altered the center for policy formulation regarding global warming. More generally, the principal responsibility of CIMGC was to formulate guidelines for a national policy regarding climate change and provide input to the Governments positions in the UNFCCC process. Since the beginning of 2006, this occurred within the framework of two programs: Science, Technology and Innovation for the Nature and Climate and Management of Science Policy, Technology and Innovation. The CIMGC also dealt with matters pertaining to the Clean Development Mechanism (CDM). The founding Decree required CIMGC to coordinate action with representative bodies from civil society and encourage the participation of public and private groups and specialists. |
