Decree-Law No. 118/2013, 20th of August

Ensures regulatory application with regard to energy efficiency conditions and the use of renewable energy systems in accordance with the requirements and provisions of the Energy Performance Regulations for Residential Buildings (REH) and Regulation of Energy Performance of Non-residential Buildings (RECS), in order to ensure the energy performance of buildings; identify measures to correct or improve energy performance for buildings and main types of technical building systems, thus also subject to minimum standards of energy efficiency, HVAC systems, preparation of hot water, lighting, use of renewable energy power management.

Energy Performance Regulations for Residential Buildings (REH) and Regulation of Energy Performance of Non-residential Buildings (RECS)

REH - Establishes the requirements for residential buildings, new and/or subject to renovation, as well as the parameters and methodologies for characterizing the energy performance in nominal conditions, of all residential buildings and their technical systems in order to promote the improvement of the respective thermal behavior, the efficiency of their technical systems and minimizing the risk of surface condensation in the surrounding elements.

RECS - Establishes the conditions under which the design, construction, alteration, operation and maintenance of non-residential buildings and their technical systems, as well as requirements for the characterization of their performance in order to promote energy efficiency and indoor air quality.

Air Leakage

The value of hourly air renewal rate should be equal or greater than 0.4 renewals per hour for residential buildings. For non-residential buildings the calculation methodology for air requirements are established in Ordinance No. 353-A/2013 

Space Heating System

See requirements in: (i) Ordinance No. 349-D/2013, 2nd of December for non-residential buildings, and; (ii) Ordinance No. 349-B/2013, 29th November for residential buildings. 

Space Cooling System

See requirements in: (i) Ordinance No. 349-D/2013, 2nd of December for non-residential buildings, and; (ii) Ordinance No. 349-B/2013, 29th November for residential buildings.

Water Heating System

Lighting

See requirements in Ordinance No. 349-D/2013, 2nd December and it is only applied to non-residential buildings.

Renewable Energy

See requirements in: (i) Ordinance No. 349-D/2013, 2nd December for non-residential buildings and; (ii) Ordinance No. 349-B/2013, 29th November for residential buildings.

Solar thermal collectors to install systems should provide a contribution of renewable energy higher than that calculated for a system identical to that provided or installed, based on standard solar collectors with the following characteristics:

  • Orientation to the South and 35 ° inclination;

Complying with the following geometric, optical and thermal parameters:

  • Plans with opening area of 0.65 m2 for conventional occupant;
  • Optical yield of 73%;
  • Coefficients of thermal loss a1 = 4.12 W / (m2K) and a2 = 0.014 W / (m2.K2);
  • Angle modifier for incidence of 50o equal to 0.91.

Any software as long as complied with ASHRAE 140 standard, which has to have the capacity to model: (a) more than one thermal zone; (b) for one calendar year period, accounting for 8760 hours; (c) hourly variation of internal load differentiated by occupancy, lighting and equipment’s; (d) Independent parameterization for weekdays or weekends; (e) rejection air heat recovery, and; (f) The thermal mass effect of the building.

This requirement is only applied to non-residential buildings

Climate zones

Three winter climate zones (I1, I2 and I3) and three summer climate zones (V1, V2, V3) for applying thermal quality requirements of the environment. 

Winter climatic zones are defined from the number of degree days (GD) on the basis of 18 ° C, corresponding to the heating station:
