Voluntary Energy Efficiency Standard with Incentive

Voluntary Energy Efficiency Standard with Incentive is regulated by the Act on the Improvement of Energy Consumption Performance of Buildings (Building Energy Efficiency Act) in 2015, which is specified in 10%-20% higher than the Energy Efficiency Standard. When buildings comply with Voluntary Energy Efficiency Standard and introducing energy efficiency technologies such as fuel cell power generation and solar hot water supply system, cogeneration and renewable energy, home builders/ construction companies/owners can be allowed larger floor area ratio (upper limited 10%).

Voluntary Energy Efficiency Standard with Incentive (Energy Consumption Performance Standard and Envelope Performance Standard)

Voluntary Energy Efficiency Standard with Incentive is composed of (1) Energy Consumption Performance Standard and (2) Envelope Performance Standard. Different standard and value are applied to buildings (non-residential/residential) whether they are new buildings or existing ones. While Voluntary Energy Efficiency Standard with Incentive need for certification of the administrative agency with jurisdiction. The details are described below.

 

1. Non-residential buildings

-Energy consumption standard

 Primary energy consumption amount * Design value / Standard value <= 0.80 (existing building <= 1.0)

 

-Envelope Performance Standard

PAL Design value / Standards value  <= 0.90 (existing building exempt from application)

 

2. Residential buildings

-Energy consumption standard

 Primary energy consumption amount * Design value / Standard value <= 0.90 (existing building <= 1.0)

 

-Envelope Performance Standard

UA Design value <= Standard value

* Primary energy consumption is calculated as follows.

Primary energy consumption amount = heating and cooling + ventilation + lighting + hot water supply – renewable and cogeneration energy

** UA represent average residential building envelope’s heat transmission coefficient, which is calculated in the following formula.

 UA = Amount of total heat loss per unit of temperature difference / Total surface area of exterior

*** ηAC represent average solar heat gain coefficient during cooling period, which is calculated in the following formula.

 ηAC = 100 x Amount of total solar heat gain per unit of solar radiation intensity / total surface area of exterior 

**** PAL represent annual thermal load coefficient for the periphery of building, which is calculated in the following formula.
