Standing Group on Global Energy Dialogue (SGD)
The
Standing Group on Global Energy Dialogue (SGD) is
responsible for work with countries and regions outside
of the IEA membership. Many SGD projects draw upon both
regional and sectoral expertise and are carried out jointly
with other IEA divisions. The IEA has entered memoranda of policy understanding to strengthen co-operation beyond its membership, most actively with China, India and Russia - three countries, which are increasingly important in the world energy balance.
The SGD
is focusing on areas such as:
- Security
of Supply -- The
SGD's work in the area of security of supply is highlighted
in the ongoing Oil Producer-Consumer Dialogue, which peaks
in biennial ministerial summits organised by the International
Energy Forum (IEF). The SGD, furthermore, studies oil developments
in major emerging non-OPEC
regions,
such as, the Caspian, Russia, and West Africa;
- Energy Policy and Regulatory Reform --
Many non-OECD countries have embarked on energy sector restructuring
and reform, particularly
in Latin America, Asia and the transition
economies of Eastern Europe and the former Soviet Union.
In-depth
energy policy reviews have been carried out for many transition
economies of Eastern Europe and Russia (Black Sea Energy
Survey), South Africa Argentina, Mexico, Brazil and India (World
Energy
Outlook); and
- Energy Efficiency and Technology --
Increased energy efficiency is crucial for many non-OECD
countries to meet their growing energy needs
in an economically and environmentally sustainable
manner. The IEA is drawing on its policy expertise
for the promotion
of energy efficiency and technology in many of its projects
with non-member
countries. Non-member countries are also encouraged to
participate in IEA Programme of International Collaboration
on Energy
Technology.
